In 2000, Congress created the U visa to strengthen the ability of law enforcement agencies to detect, investigate and prosecute cases of domestic violence, sexual assault, trafficking and other criminal activity of which noncitizens are victims. Through easing immigrant crime victims’ fears of reporting crime and working with law enforcement agencies, the U visa is successful in facilitating community policing. This process of applying for a U Visa requires a signed certification from a local law enforcement officer or a prosecutor.
